Transportation Improvement Program (TIP)

Development of the FY 11-14 TIP

The Transportation Improvement Program (TIP) is a product of the ongoing transportation planning process of the Kingsport MPO. The purpose of the TIP is to identify all transportation projects funded by Federal Title 23 and the Federal Transit Act within the Kingsport area, including streets and highways, transit service and facilities, bicycle and pedestrian facilities and transportation enhancement projects. It is also to ensure coordination of transportation improvements by local, state, and federal agencies.

The TIP is the primary responsibility of the MPO as required by the Federal Transportation Act of 2005 (SAFETEA-LU or Safe, Accountable, Flexible, Efficient Transportation Equity Act – A Legacy for Users).  The TIP identifies the region’s highest priority transportation projects, develops a multi-year implementation program, and identifies necessary federal and non-federal funding.  The TIP covers a four-year time period and is developed at least every four (4) years through a cooperative effort of local, state and federal agencies, including participation by the general public.

Call for projects:The Kingsport MPO is now in the process of developing a new Transportation Improvement Program (TIP) for fiscal years 2011-2014.  The TIP is a four-year financially constrained priority list of projects within the MPO planning area funded with federal and state dollars.  Please accept this notice as your opportunity to submit potential projects to be funded with Federal Surface Transportation Program (STP) funds.  Most projects require a 20 percent local match and must be sponsored by a governmental entity that can demonstrate a financial commitment to the project.  Completed applications must be received by the MPO no later than May 31st

Pre-screening criteria:To be eligible for funding, projects must be included in the 2030 Long Range Transportation Plan.  Chapter 6 of the plan includes project recommendations and can be found on the MPO’s website by following this link: http://mpo.kingsporttn.gov/files/mpo/Ch6.pdf

Programming:Projects will be ranked according to scoring criteria noted in the application form below.  The highest ranked project will be funded, followed by the second, third, and so forth until the funding source is depleted.  Unfunded projects will be listed in the appendix of the TIP as illustrative in case additional funds become available.
